In your issue of August 10, 1972 you have an article headed “Carter Answers General Noce.” It contains a statement by Randy Carter allegedly quoting the Piedmont Virginian wherein he quotes me as saying “I hope we can settle this (Carter and I) or that I can take a pick handle and level it over his head and call him a such and such liar.” I have consulted the Piedmont Virginian and find no such statement including the words “Carter and I.” I did not use those words. The Rappahannock News of July 13, 1972, in the box at the top of the article, does not contain those words. I was talking to our Board of Supervisors and they well understood the “we” meant me and them.
To deliberately put unspoken words in my mouth is not “poetic license” it is pure unadulterated “license” of a low level. The main points of that meeting were: Randy Carter’s attack on me in the Rappahannock News, in which he said I misrepresented Rappahannock County at meetings.
The Rappahannock County Board of Supervisors unanimously passed two motions on July 6, 1972: (1) changing the minutes of its March meeting so that its meaning was clearer; (2) a motion stating: “The representative of this
