A NEWER AND MORE sensible approach to the planning process is contained in program set up by the town of Ramapo, N.Y. This small town is becoming nationally famous for its “phased” plan for orderly growth, a plan that has been upheld in a court test by the New York Supreme Court.
Ramapo controls growth by relating it to when the town can supply necessary services. Ruled the Court: “Where it is clear that the existing physical and financial resources of the community are inadequate to furnish the essential services and facilities which a substantial increase in population requires, there is a rational basis for ‘phased growth.’. . .”
Exactly. This is even better than Loudoun’s “Article 12,” which makes developers pay for the capital costs their subdivisions create —under the Ramapo plan, the governing body remains in control of the pace of growth, not the developer.
In thinking about a Master Plan, this might be an excellent point for Rappahannock citizens and officials to keep in mind. But, please, let’s not get ourselves saddled with one of those mindless “plans” which contains vertical population trend lines and built-in imperatives for making those nightmares come true! □
