Except for the fact that I must identify him, I would not mention the name of Randy Carter. I question that he is deserving of having his name appear in the same paper with General Noce. This statement is based on recent news items in your paper particularly about the proposed reservoir project.
From my 35 years of closd personal acquaintance with General Noce I would say that Mr. Carter has picked out the wrong man for character assassination.
