Upon receipt of a ruling from Virginia Attorney —General Andrew P. Miller, the Virginia Division of Motor Vehicles has announced that effective immediately, a person must be 16 before he can secure a learner’s permit to drive a car. Previously a-person could obtain a learner’s permit at the age of 15 years and 8 months.
