November election ballot along with one other proposed constitutional amendment, one calling for the lowering of the voting age from 21 to 18. The amendment will appear on the ballot like this:

“Shall the Constitution be amended to include in the definition of “city” any incorporated community which became a city as provided by law before noon on July 1, 1971?”

“FROM THE standpoint of the citizen it would be hard to describe what would happen if the amendment failed to pass,” Franks said. “We’re just speculating on what wouldhappen. ”

Franks reported the first opinion of City leaders is that Norton would revert to an unincorporated community with no enforcement powers.
