NORTON City manager Milas Franks said he believes an amendment to the Virginia Constitution which will permit Norton to retain its city status will pass when voted on by Virginia voters in the coming election.
The statewide referendum came about when it was discovered those rewriting the state constitution several years ago had erred and did not take into consideration a city that might fall below the 5,000 population.
There was only one way to correct the mistake and thus the General Assembly passed a bill this year calling for the state wide vote.
Franks said the Norton City Council is “concerned but optimistic” about the possibility of the amendment’s adoption.
