Franks said that people he has contacted in other municipalities, who are knowledgeable about Norton’s situation, are concerned about the amendment’s passage.

He explained that there are several other borderline cities across the state that depend on one industry for their survival. If the industry closed down or laid off employees these cities would be in the same predicament as Norton, Franks said. □
