In a letter to Col. Harold W. Burgess, superintendent of State Police, Jones referred to the 13 pedestrian deaths on the interstate roads in Virginia during 1970, 14 during 1971 and seven during the first six months of 1972. The records do not show how many of these pedestrians were hitchhiking, but it is believed that many of them were, Jones said.
Jones, writing on behalf of the 12 member safety commission, said that hitchhiking not only threatens the lives of the hitchhikers but also creates a serious danger of a collision when a vehicle stops to pick up or discharge a * rider.
