Such local governing bodies would not be permitted to participate in hearings in Richmond and in filing briefs.
The bill is an abomination and should be rejected out of hand by Gov. Mills Godwin. It slipped through the legislature with the greatest of ease, is fascination contrast to the hard-going given so virtuous a bill as the antilitter measure. Thus, if Governor Godwin signs it and the SCC approves the new Vepco powerline route, the way is clear for full speed ahead, pending only one or two judicial appeals. No more local county roadblocks anywhere in the state.
It is, therefore, urgently necessary that concerned Virginians write or wire their views on Bill No. 664 to the Governor at once. Presumably, the purpose of the bill was to speed and simplify the processing of such powerline applications. Why the rush?
