ACTUALLY, THE basics involved are even more elemental in heavily developed areas immediately around Washington, D.C. Up there, they’re even running out of water to drink, and air to breathe. But Rappahannock can’t take comfort in its comparative remoteness. Vast areas of the county are already held for what is believed to be residential development speculative purposes, and every year we can see more and more houses pop up in the middle of what used to be good pastureland and fields suitable for growing grains. Houses go up in such places for a rather straightforward ' reason—because it is good agricultural land and it drains well; i.e., it “percs” for septic tanks.

In the deliberations now going on for drawing up a Master Plan for Rappahannock, we hope to see ample evidence of a clear understanding of the basic truths that are at stake in the years ahead. One of the most basic truths is that we can’t afford to continually, reduce the amount of farmland. No amount of anti-zoning sentiment and laissez faire speculative greed can dispel that basic fact.D
