NORTON, superintendent of schools for Warren and Rappahannock Counties, told a P-TA meeting in Front Royal last week that $109,000 must be returned to the state because not enough money was spent la'st year in the two counties on “quality education.”
Norton said the money was ordered returned because the counties failed to spend $628 per pupil for quality education in 1973-74. He explained how this happened.
According to Norton the School Board began budget calculations for the 1973-74 school year late in 1972 and based enrollment projections on the previous year.
