tenuous relationship with zoning maps, and development lawyers can play situations like these to their client’s content. And even if the zoning and planning maps coincide, so many re-zonings follow that the relationship seldom holds for a very long time.

WE DON’T mean to be all that down on “master plans,” or the planning process. It’s just that there is so little to inspire confidence in these documents. Rather than providing guidelines for control, they often become, instead, blueprints for unwanted growth.

This is the point we’ve been trying to make from the beginning of Rappahannock’s own venture into the “master plan” business. Draw up one if you must—and all the boys in charge of grants and matching funds and .things like that say you must— but don’t put too much faith in it. The greatest force for directing the healthy development of rural counties like ours remains where it has always been—in electing good men to office, and in providing them with the citizen support (and surveillance) necessary to see that the public’s will is carried out.

If a “master plan” can help in that task, then that might be its greatest recommendation. □
