The Chairman of Rappahannock’s Water and Sanitation Authority said he was pleased that Sperryville’s application for federal funding was approved in “record time,” three months. The grant for $53,000 went to Mackie Engineering of Charlottesville. The firm will design the Sperryville sewer system and offer several alternatives for that design.
“Mackie engineering was highly recommended to us as a firm that could address itself to small, rural systems,” Biddle said. He reminded the Planning Commissioners that Gilbert Clifford and Associates had prepared a plan in 1968 for providing all of Rappahanock with a sewer system. That plan would have had collector lines running along major highways, from Flint Hill, to Woodville, to Amissville. The cost of that system would have been “astronomical,” so the county Supervisors were quite right in rejecting it, Biddle said.
They ignored the Sperryville .problem and it went away, Biddle said. But now that the Health Department has authority to close the businesses in the small unincorporated village, the problem can no longer be ignored.
THE proposal Mackie Engineering has come up with is “unique” to Virginia, Biddle said. The standard solutions were too costly for Sperryville’s situation. The town is unincorporated, so they can’t pass a bond issue or raise money through avenues available to municiplaities. So any local financinv will have to come from users of the system.
