Another unique aspect of Sperryville’s situation is the location of village in a flood plain. State, local and federal laws preclude any further building in a flood plain. Therefore, a sewer system for Sperryville has to solve an existing problem only, not provide for growth. That has persuaded the State Water Control Board to allow Mackie Engineering and the Rappahannock Water and Sanitation Authority to devise a “unique solution,” a community septic field. “General Daniel Noce is largely responsible for this idea; he’d seen it work on Army bases,” Maury Biddle said.

Biddle said the Sperryville sewer system will start at Parkway Gifts. A collector line will run parallel to the river and the highway, picking up effluent from houses and businesses along the way. At the village of Sperryville, additional lines will collect effluent from both sides of the river and from streets within the town. All effluent will be piped to a lagoon in Clifford Miller’s field (in front of the Vepco substation) and will then be taken to a community septic field.

“We’ve had to take soil analysis on different properties to decide where to locate the septic field. Since Sperryville is in the flook plain, we’ve had to go outside the immediate Sperryville area, Biddle said. “We’ve looked at property belonging to Jim Bill Fletcher, Pete Estes, LucioKilby, Ned Johnson and others. We ran into a real buzz saw with Lucio Kilby. He said we couldn’t come on his property without a court order. So we got the court order,” Biddle said, adding that no decision has been made on where to locate the septic field.
