IT WAS unanimously agreed by the Rappahannock County School Board at its January meeting that pre-school education, properly handled, is a good thing. Board members at their meeting on January 13 voiced concern about the decrease in state funds which will also hinder a full-scale kindergarten program in this county. The group agreed too, that the elementary and high school programs should not be sacrificed for the pre-school program.
As. an example, O.A. Norton, Superintendent, pointed out that there were 93 youngsters eligible to attend kindergarten in Rappahannock. Kindergarten is not compulsory. To establish this program would require three classrooms, three teachers, two more school buses. What happens, he
