GOVERNOR Godwin did not propose any general tax increases or general obligation bond issues, but if the General Assembly believes that additional funds are needed for capital improvements at prisons, hospitals, colleges or universities then he would suggest the possibilities of an increased tax on beer, gross receipts tax on coal and elimination of the exemption from state income taxes of the dividends of banks and certain Virginia corporations. I will comment on these proposals in later reports on the state’s finances.
