I also favor the Governor’s recommendations that additional offenses be subject to the mandatory death penalty. The present law provides for the mandatory death penalty for murder for hire, murder by a prison inmate, and murder in the course of a kidnapping. The Governor recommended including the additional offenses of the killing of a police officer or judge in the course of his duties, homicide in conjuction with the sexual molestation of a child, and
