THE General Assembly opened its 1976 session on January 14 with an address by Governor Godwin. Anti-crime proposals and the state’s financial situation were addressed by Governor Godwin, as well as comments on education, corrections, governmental reorganization, collective bargaining for public employes, mass transit, highways, energy, and general laws.
