fortunately, so many of the legal rights that criminals now have are a result of decisions of the Federal courts which state legislation cannot change. Nevertheless, the legislature must do the best it can, and I favor recommendations of a legislative committee which has suggested several changes in the law to have criminal cases tried faster. These proposals include provisions for faster action on criminal cases which are appealed and giving a person charged with a crime the option of having an indictment presented to the grand jury or a preliminary hearing in the district court, both prior to a trial in the circuit court before the judge or a jury, rather than requiring both procedures.
