Adopt a new regulation to be numbered R6-9.1 as follows:
Immediately upon killing a deer, any person exempt from license requirement as prescribed in S 29-52 of the Code of Virginia, or issued a complimentary license as prescribed in S 29-80 or the holder of a permanent license issued pursuant to S 29-52 (3) shall present the carcass of his kill to an authorized checking station or to any appropriate representative of the Commission in the county or adjoining county in which the deer was killed. At such time, the person shall be given an official game tag furnished by the Commission, which tag shall be securely attached to the carcass.
