Accompanying this, the Directors pledged support for exploration of alternatives by the Park to solve critical boundary problems through means other than land exchange. Tlie Directors also resolved to support specific legislation to preclude any reversion of parkland into private hands in the future.
Other groups besides RLEP have shown interest in preventing any similar land transactions from being completed without specific state and federal approval.
At the state level. Delegate George Beard, Rappahannock’s representative in the General Assembly, has requested an Attorney General’s ruling on whether equal value exchanges are legal under Virginia law. As an effort to clarify federal law, T. Destry Jarvis from the National Parks and Conservation Association, has indicated that his organization will test in court any exchange of national park land for private land that the Park Service persists in completing.
