Rosser H. Payne, Jr. will be the guest speaker at the Rappahannock League for Environmental Protection meeting on Friday, September 8, at 7:30 in the courthouse. Described by RLEP as a "middle of the roader” with a position somewhere between those favoring “no growth" and those who would give every developer free reign, Payne has spent the last 28 years in various forms of community planning. A past president of the Virginia chapter of the American Association of Planners, he has served as expert witness in 150 zoning case| and has assisted 100 private developers in designing and planning subdivision projects.

Payne's presentation at the RLEP meeting will reflect his philosophy based on long years of planning experience and his understanding of Virginia policies and politics.
