Planner Newbill Miller disagreed that the new definitions for recreational uses were broader. "The county is in a stronger position with this clarification than with the existing ordinance,” Miller insisted. Currently the ordinance does not define recreation he noted. "Outdoor recreation" is more restrictive, he said. “I have not panicked because of the lawsuit and I appreciate Moore’s support for strengthening the ordinance." Miller stated.
Parsons concurred that the word "outdoor" limited the definition of recreation. "I remain concerned, however, that it opens the door for almost anything on steep slopes and that it is at odds with the intent of the zoning ordinance to protect the rugged steep terrain" in the Conservation zone.
