Mayor Newbill Miller noted that the town has some money in the bank but would have to borrow additional funds to finance water system improvements. It will be necessary, he said, to raise the town’s water rates—described as the lowest in Virginia—in order to repay the loan.

Since 75 per cent of the system’s customers use less than the maximum 3,000 gallons, both the base rate and the 1,000 gallon rate will have to be increased, according to Fisher. Currently, users are charged S3 for up to 3,000 gallons, ten cents per 100 gallons up to 10,000 gallons and 20 cents per hundred gallons over 10,000.
