Luke interjected that the town council was within its rights to consider the transaction without supplying any public notice since Virginia’s Freedom of Information Act specifically allowed for land purchases to be considered in executive session. If the public had been aware of negotiations, “the deal probably wouldn’t have gone through,” he said. Luke maintained that the prime consideration should be whether the town was getting more than it's giving. “I think it is. The church building is worth more. It’s a better building—but not for us (to renovate into law offices),” he concluded.
Miller asked again for a copy of the 99 year rental agreement between the town and the fire department. “Where is the lease?”
