Ms. Pope’s gift brings the easement cluster on the east slope of Red Oak Mountain to about 530 acres, The countywide easement total is now 14,152 acres. Regional Commission meeting rescheduled The regular meeting of the Rappahannock-Rapidan Regional Commission has been rescheduled for Thursday, Dec. 19 at 2 p.m. Members are requested to call 829-7450 if unable to attend. Holiday closings The Rappahannock County government offices will be closed on Tuesday, Dec. 24 and Wednesday, Dec. 25. They will reopen on Thursday, Dec. 26. They also will be closed Tuesday, Dec. 31 and Wednesday, Jan. 1 and reopen on Thursday, Jan. 2. The Rappahannock National Bank will close at noon on Tuesday, Dec. 24 and resume regular hours on Thursday, Dec. 26. It also will close at 2 p.m. on Tuesday, Dec. 31 and reopen on Thursday, Jan. 2. The Rappahannock County public school system will close on Friday, Dec. 20 and reopen on Thursday, Jan. 2. Right now, the Sperryville grandmother of two who lives in Old Hollow, is winding up the delivery of 511 cases of Florida citrus fruit—oranges, grapefruits, tangerines—almost single-handedly to Rappahannock county residents in time for Christmas. She’s doing this to help raise money for the Rappahannock County Band Boosters, to help the children, “her” children in the schools’ bands. Last year they made $7,000 from this sale alone. At the same time, Mrs. Havstad, 62, is juggling the delivery of Christmas wreaths, swags and greens for the Rappahannock Garden Club, also to raise money for children, this time to help send them to the garden club nature camp. The volume of her volunteer work seems staggering: • She is in charge of all the Rappahannock Girl Scout leaden and 67 Girl Scouts here in the county and has been this so-called “service unit manager” of the scouts for eight years; • She is treasurer of the Rappahannock County Band Boosters for the high school — and has been for the past seven years — the organization that does all the fund raising to run the band program; she is also treasurer of the elementary school band boosters; • She is the “Citrus Chairman” or as the children call her, “The Orange Queen”—and has been for the past 11 years—helping to raise money for the band program and purchase instruments and music; • She is the “Greens Chairman” of the Rappahannock Garden Club, and has been for nine years, and takes all the orders for greens each year and makes sure there are enough to go around; • For the 4-H Club, she handles what they call the junior garden club for children eight to 16 years of age, where they make bird houses, learn about bees and dissect flowers. She also is in charge of a garden group for the week of the 4H camp; • She is a member of the board of directors for Headwaters, the organization that helps public education here, and at this year’s fall fund raiser could be seen at the registration desk helping guests check in; • She is a singer in the choir at the Sperryville Methodist Church. Mrs. Havstad frequently is asked how she does all this. Many people don’t know she is a diabetic. “I am a diabetic. But I made up my mind that that wasn’t going to keep me from doing what I want to do,” she says. “Doing all this stuff keeps you younger. You are around children and they keep you on your toes.” What motivates her? “I just love working with the children. I am really happy when I see them happy. “And I love music. I really do,” she says, adding she played the piano as a child, from age eight to 16, and has fond memories of playing duets with her mother. School bus issues raised By Gerald Ochs Rappahannock News Writer Rappahannock County Elementary School Assistant Principal Carol Johnson reported to the School Board, at its Dec. 10 meeting, on developments of the Bus Issues Team. The team was created to investigate and make decisions on issues related to school bus transportation, and is composed of administrators, parents and school bus drivers. Mrs. Johnson said that the team has held a number of meetings in the past year, and that attendance is generally 15 people or so. The team first looked at existing policies, procedures and rules, and she said that team members agreed that these were acceptable, but that their implementation needed to be more strictly and more evenly enforced Mrs. Johnson noted that a survey of parents and drivers was used to develop a set of 14 recommendations, the first of which was to ensure that students are provided with safe transportation to and from school. One means of helping to promote safety, Mrs. Johnson said, is to install video cameras in each school bus, and she added that a donor has offered to fund the installation of camera boxes and that building principals are investigating the legality of the use of the cameras. The school system will have to find the funds for the video cameras if they determine that their use is legal and warranted. At the request of School Board member Franklin Warner, Mrs. Johnson introduced the bus drivers who attended the meeting, and they each spoke briefly to the Board. Drivers Carl Menefee, Richard Markham, Eddie Gore, Barbara Gore, and Daniel Keyser all said that they were appreciative of Mrs. Johnson’s efforts, and Mr. Menefee added that the team’s existence has given them “a glimmer of hope that bus drivers exist.” Board activities • Board member Rosa Crocker of the Programs and Planning Committee reported that there is a proposal to add four advanced placement courses to the curriculum at the high school and that she was extremely excited at the prospect. • Chairman Wesley Mills said that he has invited the Marine Corps Junior ROTC to send representatives and that they are scheduled to make a presentation at the January meeting of the School Board. • Ms. Crocker, reporting on Headwaters activities, said that the community forum on Friday, Dec. 20 at 8:30 p.m., will feature nine returning graduates. She also announced that Amy Gubler and Mike Tupper have been selected to attend the March 2003 Leadership Conference at Oxford University. Other activities • Student Representative Henry Robertson invited Board members to the Homecoming Dance on Saturday. Dec. 21. • The Board unanimously approved additions to the schools’ sick leave policy. • Superintendent Helen Williams reported that she “is confident” that eight RCHS students will be accepted into the dual enrollment program with Lord Fairfax Community College in Warrenton and that three others may be enrolled. She also noted that two RCHS students will participate in the Germanna auto mechanics program and that two others may be accepted. She also announced that the high school is ready to offer a distance learning course in psychology and that a maximum of ten students can enroll. • Mrs. Williams announced that Hazel Zinn-Day had signed the contract as part-time coordinator of the Student Internship Program and that she has already begun work. Animal clinic comes to county On Jan. 6, Rose Hill Veterinary Practice PC will open the new facility located at 21 Christmas Tree Lane outside of Washington on US 211. Dr. Tom Massie and associate Dr. Derek Vandrey, who have been providing large animal veterinary care to Rappahannock and surrounding counties for several years will welcome Dr. Kim Cole, who will serve as the primary veterinarian for the small animal clinic. Dr. Cole comes to Rappahannock with years of experience in small animal and equine practice. Havstad From Page A1 Mrs. Havstad comes across with a sense of humor as she recalls her childhood in a recent interview. When she was born she was named after her grandmother, Sarah Ann, who was nicknamed “Sadie.” But Sally Havstad's mother wrote in Sally’s baby book, she was to be called Sally Ann because she didn’t want her to be called Sadie. So Sally Ann it was. When Sally Havstad graduated from high school, they read her name as Sarah Ann and it was the first time Sally Havstad realized that was her legal name. “If you call me ‘Sally’, you're my friend,” she says today, laughing. “If you call me ‘Sarah’, you’re my enemy." I would describe her as efficient, hardworking, dependable and caring," says Susan Jones, of the Rappahannock County Garden Club. She then tells how Mrs. Havstad braved the icy weather conditions last week to help others finish the garden club's wreaths to meet delivery times. “She's been a wonderful asset to the garden club and the band at school." recounts Grace Sims of Tiger Valley. “She was the neighborhood chairman of the girl scouts— she ran the whole shebang." Back when Mrs. Havstad and her husband. Harald, came to Rappahannock, from New Jersey in 1992 with three children, she couldn’t help but notice the contrast between the band her daughter. Dawn, had played in, which had 110 students, and the Rappahannock band, which had only 18 students. More noticeable, she recalls, was the fact that the band players here had no uniforms and wore T-shirts and jeans in parades. That was the turning point and what motivated her. “I think maybe going to the parades and seeing all those children from other schools in uniform and our children in T-shirts and jeans. . .it broke my heart to see them parade like that," she says. “I had people telling me, ‘You're wasting your time. You can't do it in this county. “I guess nobody was as motivated as I was.” Times were not easy, she recalls, as she was trying to raise money for uniforms and for musical instruments. She said that band director Lynn Fournier, to whom she gives a great deal of credit for the band's success, spent her summers buying instruments almost half-price from sources such as the Internet so that every child in Rappahannock who wanted to play in the band had a chance to play. It’s times like those, and times like last week when Mrs. Havstad went to the band concert at the high school, that she sees how far the band has come. Rappahannock News Staff Photo TOTALED: Two female juveniles from Rappahannock County were injured and a 1988 Suzuki demolished in an accident on Friday, Dec. 13. According to the report filed by Trooper Sean Knick. the 16-year-old driver, who lives in Amissville, was eastbound on U.S. 211 about a mile east of Massie's Corner at about 4 p.m. when she hit a patch of ice. The small SUV rolled over, leaving a trail of debris and ending up on its side in the median. The driver and her 17-year-old female passenger were taken to Fauquier Hospital for treatment. Teams have good week By Richard Armstrong Athletic Director The winter sports' teams had a very good week with a combined record of 7-1. The varsity boys’ basketball team dropped its game with Page County 60-52. While Rappahannock fell behind at the end of the first quarter, the team outscored Page in each of the remaining three quarters. It was not enough to overcome the visitors. Trailing 47-37 heading into the fourth quarter, Rappahannock went on an 8-0 run as John Letsen hit two three-pointers to pull the team within 47-45. Page finished on a 13-7 run to win. The JV Boys’ Basketball team upped its record to 3-0 with a win over the Page Panthers. The trio of Jason Jenkins, Ethan Berry and Paige Pavne continue to lead in scoring. Letters Thank you to The Inn and other festival participants A thousand thank yous for a very successful Christmas celebration last weekend. This is the third year I have chaired the RAAC spon-, sored event which this year was called “A Christmas in Little Washington.” Something was very different this year, though. Patrick O’Connell and Reinhardt lynch of The Inn at Little Washington, generously and graciously offered to host a benefit tea and cooking class as fund raisers for the Rappahannock Association for the Arts and Community (RAAC). The very successful events were held during the Inn’s busiest time yet the entire staff participated and as always made every guest feel welcome and special. Several hundred visitors to our town enjoyed the hospitality of our galleries, shops, theaters, bed and breakfasts and church events. Many local non-profit groups were able to take advantage of the weekend festivities and raise much needed funds. Thank you for making that all possible. He was hospitalized for several days at Culpeper Memorial Hospital. Christmas trees are being offered for sale by the Washington Ladies Auxiliary at Merrill’s Garage. Both pine and cedar are available, with the proceeds going to the Washington Fire Company. Army Spec. Robert L. Massie Jr., the son of Mrs. Frank Spalding of Flint Hill, has returned to the U.S. after spending two years stationed in Faumur, France. He will return to service at Fort Bragg, N.C., on Dec. 26. Rev. Dabney Carr has announced the services for Trinity Episcopal Church, Washington, including the Christmas Eve Service, at which time the Rev. Harold E. Vogt of Luray will be the celebrant. » Recruit Alfred H. Rappahannock County Sheriff W. A. Buntin escorted Martha Jones, the new criminal justice planner for the Rappahannock-Rapidan Planning District, around Washington last week. The sheriff introduced Miss Jones to the county officials she would be working with in her new job. the upper grades of the Rappahannock County Elementary School, under the direction of Mrs. Judy Bomberger, presented a Christmas program at the school. Among the performers were Jackie Wayland, who portrayed a star, and Nancy Proctor, who was a Lac}y. Robert Craft of Castleton was selected as the outstanding fireman of the year by the Rappahannock Fire and Rescue Association. 10 YEARS AGO Dec. 23, 1992 At a public hearing held by the Rappahannock County School Board, a group of citizens urged Superintendent Dr. David Gangel to consider construction of a middle school for county students. However, the consultant hired by the board concluded that by adding to the existing high school and elementary school — at a cost of about $2 million — building of a new school could be put off for about 10 years. New Year’s Eve menus at four Rappahannock County restaurants were highlighted in a feature story. Chefs Stephen Canard of the Flint Hill Public House, Patrick O’Connell of the Inn at Little Washington, Heidi Morf of Four and 20 Blackbirds, and Scott Carr of the Bleu Rock Inn shared special recipes for the holiday. Reassessment notices mailed to property owners Rappahannock County property owners should begin receiving notices this week showing the new assessed value of their property, according to Beverly Atkins, Commissioner of the Revenue. These notices list the proposed land and building values for each property as well as the total of the two values, and the previous assessment for comparison. Mike Didawick, project manager for Blue Ridge Mass Appraisal Company said preliminary totals indicate an "approximate 40 percent' average increase in taxable property since the last general reassessment five years ago. This is only an overall average and many properties will experience greater increases," said Mr. Didawick. "This does not mean all types of properties and areas of the county increase in value at the same time. A major part of our job is to determine fair market value, but it is just as important to ensure equity in assessments between similar properties," he said. Mr. Didawick said that his company finished the field appraisal of all property in the county earlier this month. The last several weeks have been used to complete the review of outstanding building permits, valuing newly created parcels. . .and testing the files for accuracy," he said. The new values will be effective Jan. 1. Property owners with questions about their assessments or who are interested in making an appointment to discuss the assessments can call the telephone number on the notice. Anyone interested in doing so has until Jan. 3 to call and set up an appointment to meet with the assessors, said Mr. Didawick. RAAC Library series to feature Anne Reiser’s Sir Edmund Hillary and the People of Everest By Sallie Morgan Special to the Rappahannock News At 11:30 a.m. on May 29, 1953, Edmund Hillary and Tenzing Norgay Sherpa congratulated themselves with a handshake and then a hearty embrace. At 29,035 feet above sea level, they were standing on the top of the world. They were the first men to summit Mount Everest. On Friday, Jan. 10 at 8 p.m., the Rappahannock Association for the Arts and the Community (RAAC) Library Series features photographer Anne Reiser, whose recently released book, Sir Edmund Hillary and the People of Everest, celebrates the 50th anniversary of that remarkable feat while shining a new light upon the legendary conqueror of Mount Everest. Combining stunning photography with personal interviews, photographer Keiser and writer Cynthia Russ Ramsay recount the story of Sir Edmund Hillary’s deep love and respect for the Himalayan Sherpa people - and his work on their behalf for nearly half a century. The book begins with the perilous ascent itself, which is vividly told in both words and photographs, but unlike other accounts, Sir Edmund Hillary and the People of Everest, takes the conquest of the mountain as the beginning of the story, not its culmination. For the 33 year old Hillary, climbing Mount Everest was the beginning of a lifelong relationship with the indigenous people whose courage, skill, and generosity of spirit made Himalayan exploration possible: the Sherpas. As he came to know these people and to acknowledge the huge debt he and other Himalayan explorers owed to them, Hillary took on the delicate job of improving their lives without destroying their culture. By all accounts a modest and self-effacing man, Hillary has used the same drive, inner toughness, and tenacity that took him to the top of the world r in dogged pursuit of projects to help the Sherpa people. Using a strictly grassroots approach, “doing only what the Sherpas wanted us to do,” Hillary has helped the Sherpa community build twenty-six schools, two major hospitals, a number of village health clinics, central water systems in many villages, and new bridges to create accessible routes between villages. A number of Sherpas who were students in the first schools he helped establish have since assumed leadership roles. Through the work of disciples, such as Mingma Norbu Sherpa, director of the Himalayan Division of the World Wildlife Fund, Hillary has helped the Sherpas find a way to preserve their fragile world without being subjugated to it. The senior citizens of Massanova Church met at Golden Corral in Culpeper on Monday for lunch. On Thursday evening a group of the church workers were having dinner there when the fire broke out and we are thankful to say with about fifty people in the restaurant at the time, all got out safely. It has been estimated the fire did extensive damage, approximately $20,000. Culpeper Fire Department was joined by units from Reva, Salem and Brandy to fight the blaze. We extend sympathy to Mrs. R. E. Deane, Mr. Deane and all family upon the loss of Mrs. Dean’s father, Mr. Paul Baker, 92, who passed away recently at Autumn Care Nursing Home in Madison. Toler Historic marker at Chester Gap Highway markers to be replaced The Commonwealth of Virginia Department of Historic Resources recently approved the replacement of two state historical markers along roads leading into Rappahannock County. One of the markers is at the border of Rappahannock and Warren counties, and the other at the border of Rappahannock and Madison counties. The new markers will have the history of Rappahannock on one side, and the history of Madison County (in the south) or Warren County (in the north) on the other. “For 75 years, Virginia’s historical marker program has been providing history lessons to the traveling public along Virginia’s scenic roadways,” said Secretary of Natural Resources W. Tayloe Murphy Jr. “These markers help educate the public about the important people, places and events of our state and county’s history.” The Department of Historic Resources and the Virginia Department of Transportation received federal money to replace the markers. The markers will be placed at the county lines dividing the jurisdictions; VDOT will determine the exact sites. Currently, there are about 2,000 markers statewide. Using money provided by the federal TEA-21 fund, it is hoped that Virginia will be able to replace or update about 60 historical markers this year. Obituaries Margaret Pendleton Huntly resident Margaret Virginia Turner Pendleton, 61, of Huntly died Wednesday, Dec. 11 at the Winchester Medical Center. Funeral services were conducted on Sunday, Dec. 15 at the Turner-Robertshaw Funeral Home Chapel by the Rev. Charles Jackson. Mrs. Pendleton was born July 17, 1941 in Front Royal, a daughter of Mildred E. Roberts Turner and the late George Turner. She was previously employed at Avtex Fibers in Front Royal and was currently employed at the Lear Corporation in Strasburg. By Pam Owen Special to the Rappahannock News OK, I guess spring can’t be far behind-seeing as we've already had every permutation of winter a Virginian can normally expect, and the winter solstice hasn't even arrived. In a repeat of last year, we had the warning of win-' ter in November, before some of us (guilty, guilty, guilty) had a chance to get bulbs in the ground. Cold, wet rain yielded to frigid gales, which, unlike last year, were quickly followed by a substantial snowpowdery and deep for so early in the year. That wasn't interesting enough, apparently, so nature added icing on the cake-an exquisitely ethereal hoarfrost. Formed when fog or mist freezes, hoarfrost has crystals that are larger than normal frost-up to one inch long. 1 can remember riding through such a glittering, silver wonderland in Belgium one winter day. There, the temperatures will often stay low enough after such a frost that the sunlight is too feeble to melt the crystals and the hoarfrost remains all day, making even the air sparkle. Here in Virginia, hoar frosts are as ephemeral as they are ethereal-if you want to enjoy a hoar frost, you have to race ahead of the sun before it melts all evidence of the phenomenon. After melting the hoarfrost, the sun gave hints that it might stick around. It did, for one wonderful, (relatively) warm day. Nature's such a tease. Apparently, we weren't supposed to unpack our shorts yet. An ice storm blew through that broke branches off even healthy trees, downed power lines, and made walking and driving all but impossible. Then the sun came out and temps warmed, then went back in, and the skies dumped out cold rain. Cold, warm, cold... wet, dry, wet. Ah, Virginia in winter. When I hear people in other places pull out that cliche, "if you don't like the weather, just wait a while,'" I laugh. No other place I've been has such unpredictable weather as Virginia. While I like winter-in its own right and as a change from the sauna of Virginia summers—I get bored with it easily. Here, even in a cold winter, we usually get the occasional warm spell, especially in February—just when we think we can't stand one more dreary winter day. While that respite can be followed by a March blizzard, the break from winter cold is worth it to me. When I was trying to coax my car into starting in forty-below-zero temps in Bozeman, Mont. I dreamed of those false springs. un yeah, you get a little Chinook in Montana that blows warm temperatures up the Rockies in January, but that just signaled the start of a vicious winter that you hoped would end by April, and often didn't. The old saw about Montana's having three seasons—July, August, and winter—is true. So, what does this winter hold for us? As I look out the window, I see the occasional bits of sleet bouncing around in what started as a cold rain. I hear from totally unofficial sources that at least three major snowstorms are expected. However, I have faith in Virginia's fickle nature. I'm keeping my parka, raincoat, and a pair of shorts by the door.
