Mr. Mahons noted that money paid by the customers in rates cannot be end is not used to pay for new construction end expansion. This, he said, most come from borrowed money in the form of bonds, stocks, and notes. The money paid by the customer goes for operating expenses such as .. -wages, taxes, maintenance, etc., together with interest on the . money invested. .
