That policy has kept the State free of debt and has contributed largely to its low tax rate. Virginia is known far and wide as a state whose fiseal policies have ‘ contributed largely to its growth and prosperity and whose debt-free status has enabled it to keep abreast of modem progress without burdensome taxation. And Virginia has one <5f the best highway systems in the entire country, ranking near the top in the list of states and known to all who travel the roads of the nation.
Why Mr. Dalton or anyone else should think that Virginia would vote itself under a $200,000,000 bond issue in view of the circumstances outlined above, is one of the .mysteries of this campaign.
