Ted Dalton, Republican candidate for Governor, has proposed a $100 million state bond issue for roads. This is only one of his many promises which would increase public spending in the state by millions of dollars.

Mr. Dalton would abandon Virginia’s famous payas-you-go program and would put the state heavily in debt, to the extent of $100 million.

Thirty years ago Virginia, was in the mud. There were no farm-to-market roads and the only good highway in the state was the Valley Pike. It was then that influential people in the big cities urged a $50 million bond issue for road construction. The fight was a bitter one, but the bond issue was defeated throughout the state by a 40,000 majority. Rappahannock County in that historic election voted 84 for the bond issue and 423 against the bond issue.

Virginia then embarked upon the pay-as-you-go program, the state tax on land was repealed and Virginia today, without a single cent of tax except from gasoline, paid by those who use the highways, has developed a 50,000 mile road system. This was constructed and is maintained .without any local taxes going for this purpose.
