who pay the bill—all taxpayers of Virginia. The Democratic candidates believe that when State revenues are in excess of budget estimates, the excess should be returned to the taxpayers under the Automatic Tax Reduction Act.
The Democratic program opposes the establishment of any new and unnecessary bureaus in the State government, which will add to the expense of operation and which could only bring an increase in taxes.
It is worthy of note that for more than 75 years Virginia has not had a single instance of malfesance or of dishonest conduct by any State official — no highplaced politicians profiting by the exerting of political influence.
Good sound government is neither static nor retrogressive, but progressive and ever responsive to the needs and best interests of all the people. Therefore, the Democratic program to ad vance the Virginia economy, which is here reviewed in brief, has been developed within the framework of the policies here stated. That program can be accomplished without any increase in taxation.
