1 he Dalton proposal would abandon the pay-asyou-go system and substitute in its place a heavy state debt such as was placed on North Carolina 30 years ago. North Carolina, it is true, built roads somewhat faster than did Virginia, but only last year North Carolina found it necessary to float another gigantic bond issue as her main highways-are obsolete and her secondary roads are in disrepair.

North Carolina besides a heavy bonded indebtedness and heavy interest payments on these bonds has a higher gasoline tax than does Virginia. Mr. Dalton's proposal is to discard Virginia's pay-as-you-go plan, which has worked so well for 30 years, and to bring into this state the North Carolina system.

Mr. Dalton's proposal strikes at the very foundations of Virginia’s financial structure, which is based on low taxes and freedom from debt. Virginia almost alone among the 48 states is free from debt.

Mr. Dalton’s election as Governor would radically

not question Mr. Dalton's sincerity. He sincerely believes that it is best for the state to bond itself for $100 million and to pay each year heavy interest payments on that debt.

While we do not question his sincerity we do believe it would be tragic were Virginia to scrap its payas-you-go. program and place a heavy bonded indebtedness on all the people of the commonwealth.

A vote for Dalton is a vote for a $100 million bonded indebtedness.

A vote for Thomas B. Stanley is a vote for the pay-as-you-go system. 1 '
