Lyne, County Agent .Announcement of the FederalState Drought Emergency Hay Program has been received as follows: “THE RAILROAD RATE REDUCTION—The railroads have agreed to reduce by 50% the freight rate on hay shipped from out of state into drought designated counties of Virginia as a result of the drought.” Rappahannock farmers are eligible. As of November 6, this reduction applies only on carload lots of hay. • In most cases, it applies only on cars leaving shipping points on bills of lading dated November 7 through November 16, inclusive.
