I am very much interested in the Tuck-Abbitt proposal referendums in the localities on the question of enforced integration ‘in our public Schools.

Without stating an opinion at this time as to whether this is a final answer, I believe such referendums will be useful in meeting the problem that confronts us. This procedure is consistent with the fact that Virginia’s Constitu. tional provision, providing for segregation in the public schools, was reaffirmed by a large majority id the electibn on June 19, 1928, when the new Constitution, including this provision, was adopted by popular vote.
