If the vote . is against integration, then the locality, with the backing of the State government, can take action in accordance with its best judgment.
All of us should strive to the utmost to preserve the public school system but those who are attempting to integrate in areas where public septijnent is overwhelmingly adverse should realize that the Negro children will suffer - the most if some substitute school system is farced upon these localities.
We are facing a great crisis and citizens at the grass roots should make the momentous decisions.
