From its very inception the pub' lie school system in Virginia was basefTupon local self government. .Thomas Jefferson went so far as to say that the parents of the children should directly control the operations of the public schools. This policy of local control is shown further in the fact that all the public school buildings, the school equipment, school buses, etc., are owned not by the State but by the local units of government and most of the school costs are paid by means of local taxes.
Such referendums on the local level would in no wise Conflict with the Supreme Court decision. I do not see how any reasonable person could deny the local units
