The catch is that phrase, “con* trol of access” in the Federal standards. In general, that means that all but very-lightly traveled crossroads must overpass or underpass the interstate road, and it must not be possible for private landowners to create new roads or driyeWays at will, intersecting the

If business places already are lined up on either side of a highway there may not be room enough to widen it and place feeder, or parking lanes between the through highway and these business places. The State Highway Department then will have to deride whether it would be more feasible to acquire a wider right-of-way and tear down some of the buildings in order to keep the main road at the same place, or strike out with a new roadway at a distance to either side of the existing one.

Obviously, the proprietors of motels, filling stations, flestaufants, etc., affected by either of these drastic alternatives are not going to be happy. It also is obvious that the State Highway Department will not want to engender any more local ill will than absolutely inevtable in trying to comply with the Federal design criteria.

We can expect, therefore, some widening or reconstruction of existing routes and relocation where widening is impractical, or where a changed course would permit more gradual curves or hills, 'or shorten appreciably the distance between two key points.
