committee also will study a sampline of individual cases. Two things which the subcommittee will not do Should be emphasized: 1. It will not consider or recommend specific legislative proposals, because its authority is limited to the observation of administration of existing law; 2. It will not act as a reviewing agency with respect to individual claims which have been turned down, because it has not power to overrule determinations made by the original and appellate jurisdictions established by law. iln due course, the subcommittee will report its tfindingp to the Committee on Ways and Means, the legislative responsibility of which includes the Social Security Act. If the findings of the subcommittee indicate that consideration/ should be given to changes in the law, the matter may receive further action in the fuH committee. On the other hand, it may be that the disability benefits program could be made a smoother and more equitable operation by procedural changes which the Social Security Arministration could work out cooperatively with the States. When the disability benefits were enacted five years ago.'providing that a person covered by socal security could begin receiving payments at age 50 if totally and permanently disabled, the Congress determined that the States should have a major responsibility_that of deciding whether a claimant should or should not be considered so disabled as to be unfit for any substantially gainful employment. It was .determined further, that that State vocational rehabilitation agencies should be brought into the program to assist in judging each case against (the strict standards of the law.
