IV BASIC CONCEPTS
The Board of Supervisors o„f Rappahannock County recognizes its responsibility in time of emergency and herewith establishes certain basic ideas which are common to all elements of government in preparing plans for action in time
of emergency. These concepts are:
1. The essence of Civil Defense is survival in emergency.
2. Protection and non-military defense of Rappahannock County is an integral function of the Government of Rappahannock County. The Civil Defense organizational function it, to coordinate in an emergency, and planning for an emergency, the work of existing departments and agencies of the County, augmented by workers from industry, business, professional fields and ^volunteer agencies who are selected by training and experience in the particular skills which are vital to survival.
3. An emergency in this plan may result ffotn actions or conditions defined as follows:
National—Enemy attack with biological, chemical, or thermonuclear weapons.
Natural—Hurricane, tornado, earthquake, fire explosion and wrecks involving rail, air, highway or waterway routes and other acts of God.
4. An Emergency Operational Plan for survival is designed to do these things:
