It seems that he passed through he area about a year ago and exceeded the speed limit without being detected (Guess Buntin was on vacation). His conscience had been bothering him and he felt he should forward the money in lieu of a fine he felt he should have paid. There being no procedure under which the money could be converted into payment of a fine, it was returned.
