Increases in money orders, * insurance, registry, certified mail and C.O.D. rates will become effective March 26, 1966. The cost of operating these five special services now exceeds revenues by $60 million annually. The fee increases will narrow the costrevenue gap by $36 million, based on business handled in * Fiscal Year 1965. Fees for money orders, registry and C. O. D. were last changed in 1961; insurance and certified mail in 1957.
