Increased Railroad Retirement Benefits
Recent legislation provides for payment of increased bene fits to a large number of, but not all. Railroad Retirement annuitants. This increase, which in m o s t Instances approximates seven percent, was effective November 1, 1966. Payments of the increased amount began after January 1 of this year. Under provisions of Section 3, PL 89-730, effective January 1, 1967, when a change in income is due to an increase in payments in a retirement benefit (less the 10% exclusion), the effective date of any resulting reduction or discontinuance in V A benefits shall be the last day of the calendar year in which the increase was received. As the increase in Railroad Retirement benefits will not be received until after January 1, 1967, any resulting reduction in pension or parents DIC should be made effective January 1, 1968. The V A should, however, be advised of the increase so award action can be taken to effect the appropriate adjustment as of January 1, 1968. Veterans receiving pension under the “Old Law* will not be affected by this increase, since no part of their Railroad Retirement benefit is counted as income for pension purposes.
