Rep. John O. Marsh. Jr. (I)., Va.) believes the federal budget for the next fiscal year “should not exceed to total appropriated by the Congress for this fiscal year-- except as to defense items". “Barring some unforeseen domestic emergency requirement, I see no reaspn why this should not be considered a reasonable and practical guidclitflj," the 7th District Congressman commented. "Obviously, military appropriations will have to be approved on a ' whatever-i snecessary’ basis, as long as the United States remains at war, but I believe the people will support stringent control over other federal spending, even though it would result in the curtailment of a number of worthy programs,” he added. Marsh, sole Virginia member of the House Committee on Appropriations, said he had "no official information ojt the contents of the President's budget*, but hoped "it might be austere in the matter of funding domestic programs which, by exercise of fiscal will power, could be deferred, in the Interest of more stability in the Treasury balance sheet and the control of inflation”.
