The study shows that an additional 277 teachers could have been employed had they been available; however, this figure is not a reliable indicator of the extent of the teacher shortage in Virginia. Many classrooms are being manned by teachers who are not certified to teach one or more of the subjects they are teaching. Still there are in Virginia a number of special license teachers who have not completed college, and certain other teachers are less qualified than desired. The questionnaire asked for a comparison of the difficulty between this year and last but does not include a factor pertaining to last year’s degree of difficulty. In other words,' some localities reporting “about the same" as last year could still be having a difficult time.
