4-H Organizational Meeting in Amissville
There will be a meeting this Friday, June 28, at the Amissville Fire Hall for the purpose of organizing a community 4-H Club. The meeting will begin promptly at 7 :30 p.m. and will last approximately one hour.
All present and former Club members and others wanting to join or learn more abouttheClub program should be present. Items to be brought before the group include election and installation of officers, selection of name for club and a brief explanation of project areas.

Itep. John O. Marsh, Jr., said in Amissville Wednesday night that “proper management of federal tax revenues demands that the Congress move to wipe out the present year’s ‘head start’ which the Executive Branch has on the allocation of this money.
The 7th District Congressman, a member of the House Appropriations Committee, explained that, “unaware to most citizens, program planners in the Executive Branch are estimating revenues, and deciding how the money should be spent, approximately a year before the Congress gets a chance to act on appropriation bills”.
“This is a reasonable procedure from the standpoint of the bureaucrats, but the Congress should establish parallel procedures so that it will have as much information - and as soon- as the executive departments and agencies on anticipated revenues and the forward projections of the costs of federal programs," Marsh said.
He spoke at a dinner meeting of the Amissville Ruritan Club in the fire hall here.
“The record of recent years reflects dramatically how some federal programs can explode in scope and cost in a relatively short time,” Marsh noted; “the Congress, faced with a budget ‘package’ which includes revenue estimates it has not made, and which it does not have the resources to contradict, and with program cost estimates which, likewise, it has not equipped itself to confirm or contradict, has been relegated to the role of attempting, often inefficiently, selective budget cuts, or even less responsibly, across-the-board percentage cuts, which may well hurt ‘good’ programs too much and ‘bad’ programs too little.”
“Congress should reassert itself in the determination of what the Federal Government is to do,” Marsh emphasized; “and I believe a growing number of members, of both political parties, are coming to the view that basic reforms are essential ”
