Obenshain of Richmond respectively. The republicans art expected to wage the strongest challenge to Democratic dominance in modem Virginia history.
The total turnout was slightly higher than the 408,000 votes cast in the July 15 primary. This is attributed to the fact that the campaign had taken on an air ot urgency not apparent before July 15.
Howell had clearly struck a responsive chord among many voters with his neo-populist rhetoric, which involved the repeal of the s[les tax and the slogan “Keep the Big Boys Honest”.
Howell had surprised many observers with his showing in the first primary. He received 38 per cent of the total vote to 39 per cent for Battle and 23 per cent for Lt. Gov. Fred Pollard, who was eliminated. Howell’s strong showing propelled Senator Harry Byrd, Jr., Governor Mills Godwin and other organization leaders into the Battle camp. Battle had the backing of virtually every major Democratic leader in the state.
The campiagn has been significant in that it has reduced the long dominant organization, for the first time, to a supporting role. Many believe that the nomination of Battle will stabilize the turbulent nature of state Democratic politics - at least for a while.
Battle’s great problem in the months ahead will be to patch up the wounds created by this bitter primary. The abstention of many Democrats from voting might suggest some plan to defect to the Republicans in November Ironically, it may be Linwood Holton who will be the principle beneficiary of Tuesday’s Democratic primary runoff.
