\ Dear Editor:
By the time this issue of the Rappahannock News reaches the readers citizens of Sperryville will have met with some members of the Rapp. Co. Water and Sewer Control Authority to answer questions put to them concerning the proposed lagoon and sewer system in Sperryville. I charge that their proposals are discriminatory and that if Sperryville citizens don’t exercise their rights to democratic process, they may find themselves being coerced into assuming a $164,000 debt and to discontinuing use of septic systems and to abiding by certain water and sewage regulations which apply only to the Sperryville area.
Whenever citizens of an unincorporated village can be told by an APPOINTED committee that they must assume such a staggering debt and that they are not permitted to use septic systems which were planned and approved by the County Health officer, then it is high time that we demand that committee with such POWER be elected instead of appointed. How can the Supervisors delegate such tremendous power to a committee that they can draw up their plans and vote them into effect without any public meeting of the people involved until afterwards? Why weren’t septic tank owners over the entire State warned that the State Water Control Board considered them unsafe during those very recent years when they were still being passed by local Health officers? Why aren’t tanks and drain fields considered on an individual basis, using soil samples to check bacterial count and excessive saturation, and using well or spring water samples to check their safety for humar
