The American Medical Association and the National Education Association were primary targets of the attacks, but even the State Board of Education in Richmond was exposed to the anger of parents who did not want their children exposed to sex Instruction In public schools. Among the groups opposed to such instruction were, the “Mothers for Moral Stability”, and the “People Against Unconstitutional Sex Education”. Under fire, many school divisions withdrew such courses from their curriculum, but according to the “Gallup Poll”, seventy-one per cent adults surveyed wanted public schools to offer such courses. During the year, Educators found themselves with yet another problem-increased use of drugs by students in colleges and public schools, sometimes reaching even into the elementary grades. Many public meetings were held with parents to bring the problem into the open. On the state levels, many curriculum guides on “Drugs” were prepared and distributed for use in classrooms with students. Several other events occurred during the year-some of which set precedents and others which seem to indicate trends for the years ahead. The United States Supreme Court ruled that school districts must end segregation “at once", which had the effect of canceling the Court's previous view that school desegregation should proceed with “all deliberate speed”. Educators, through recently formed and powerful lobbys, convinced Congress to add one billion dollars to Mr. Nixon’s 1970 Education budget. As the year ended, the fate of these additional funds were uncertain because Mr. Nixon insisted that the increases would be inflationary and therefore he intended to veto the bill. Perhaps one of the more signigicant longterm events occurred in Flint, Michigan. In that city the “memberships of the punt Education Association, an affiliate of the N. E. A., and the Flint Federation of Teachers, a local of the American Federation of Teachers, approved a merger of the two organizations”. George D.
