The public hearing on the assembly ordinance was opened and Mrs. Eileen Day of Sperryville voiced the opinion that this ordinance was delegating too much responsibility to the sheriff. Commonwealth’s Attorney George H. Davis said that regulating assemblies was a delicate procedure and the proposed ordinance was just about the only manner in which it could be handled.
