At a public hearing in Fredericksburg held by the Norfolk District Engineer, Mr. Fine of that staff gave a summary of his study on the subject. There are many imponderables in the approximate solution.
His estimate, after extensive research on both Kerr and Philpott Dams, and on much data from similar reservoirs, concluded that the 282,000 acre feet below elevation 202 will probably be filled in about 470 years. 1 would be interested in Mr. Carter’s documentation, if any.
Mr. Fine is “Fellow” (highest grade) of the American Society of Civil Engineers and a past president of the Virginia Section of the A.S.C.E. and a lifelong engineer, well versed in hydrology.
Again, let’s look at the last seven words of Mr. Carter’s letter: “This is something the Engineers £ never mention.” 1 ask the Editor to read Par. 99 on page 43 of Senate Document No. 37’, of the 90th Congress, 1st Session, regarding “drawdown.”
