use study commission to report on desirable legislation for the 1973 and 1974 legislative sessions The commission would be compos 3d of six delegates, three senators, and five per sons appointed by the Governor.
THE PROTECTION of the natural environment, pres ervation of prime agricultural land, and the rights of owners of property would be considered in this study.
Tie effect of land use and the enactment of laws influencing or controlling the changing character of communities and population settlement patterns are also anong the questions involved in this broad study. Many other questions would be considered, such as the use and location of large tracts of land for major public and public utilities facilities, open space areas, areas of great scenic and historic value, recreational areas and indus - trial sites.
In general, the commission would consider the most appropriate policies for the state and local governments in fulfilling their proper responsibilities in governing land use and encouraging the most beneficial use of land.
THIS STUDY is an effort to give the people a voice in determining the character of .heir own communities and at the same time provide due consideration for the rights of land owners.
If this can be accomplished it would be very significant in preserving our communities as desirable places to live and work.
The proposed land use study would deal with many of the questions that will also be considered and studied by the recently formed Southern Growth Policies Board, which is an advisory ' body for the Southern States, ctnd of which 1 am a member by appointment of the Speaker
